Budget Correction Plan:
$150,000 is planned in the FY20 Five Year Capital Improvements Plan (CIP) for 2019/20 – 2023/24 adopted by the City Council on 4/22/2019. The CIP shows a plan in year two (FY21) of the five year CIP. This will correspond to when the grant funds would be available (July 2020) if the City’s grant application is successful.

Agenda Item Brief:

Staff requests direction to apply for funding to commission artwork for downtown as the second phase of the "Together, We See Sparks" project for Victorian Square. If awarded, the “Our Town” grant program requires a match of cash and in-kind gifts by the City. The City’s cash share of the funding will be available from the Sparks Tourism Facility and Revitalization Steering Committee.



Background:

On June 10, 2016, the Sparks Tourism Facility and Revitalization Steering Committee directed $150,000 to be spent on public art as part of the Victorian Square Master Plan and as recommended by the Arts and Culture Advisory Committee (ACAC). The funds distributed by theTourism Facility and Revitalization Steering Committee are commonly referred to as the lodging tax funds.

The ACAC, led by staff, would like to apply for a National Endowment for the Arts (NEA) “Our Town” Grant. NEA "Our Town" grants focus on areas where construction and development have already been assigned and coordinated. The NEA uses the “Our Town” Grant Program to support creative placemaking projects that help to transform communities into lively, beautiful, and resilient places with the arts at their core. These projects represent the distinct character and quality of their communities.

These projects require a partnership between a nonprofit organization and a local government entity, with one of the partners being a cultural organization. Matching grants range from $25,000 to $200,000.  (https://www.arts.gov/grants/apply-grant/grants-organizations#our%20town)

The city is using a $50,000 grant from the NEA "Our Town" Program awarded in 2017 to fund the creation of an arts overlay plan for the downtown area which will guide the type of artwork placed, a framework for selection and context for artists' conceptions. This plan will be completed in November 2019.



Analysis:

If awarded, an "Our Town" grant could match up to the $150,000 allocated by Sparks Tourism Facility and Revitalization Steering Committee.$150,000 is planned in the FY20 Five Year Capital Improvements Plan (CIP) for 2019/20 – 2023/24 adopted by the City Council on 4/22/2019. Alternatives:

1.  City Council may elect not to direct staff to apply for funds through the National Endowment for the Arts "Our Town" Grant Program. This alternative will result in 100% of the project cost being limited to the amount of $150,000 allocated from the Sparks Tourism Facility and Revitalization Steering Committee.

2.  City Council may direct staff to apply for funds through the National Endowment for the Arts "Our Town" Grant Program up to $150,000.



Recommended Motion:

I move to approve applying for funds through the National Endowment for the Arts "Our Town" Grant Program up to $150,000.
