Title: Consideration, review and possible acceptance of a $15,000 Community Impact Grant from Nevada Arts Council supporting a two-year project for art gallery space in downtown Sparks.

Recommendation: That the City Council accept the Community Impact Grant from the Nevada Arts Council for $15,000.
Financial Impact: The city council approved allocation of $8,000 per year as part of the Arts and Culture Advisory Committee's strategic plan on 9/25/2017. This grant will continue through August 2021.

Agenda Item Brief:

Nevada Arts Council has awarded the city of Sparks a FY20 Community Impact Grant for $15,000 for a 2-year project from 2019-2021. Before funds can be used, the city council must accept the grant which requires $15,000 match. The Arts and Culture Advisory Committee has allocated $8,000 per year in its 2017-2020 Strategic Plan, which was approved by the city council on 9/25/2017. Staff recommends approval.



Background:

The Nevada Arts Council awarded a Community Impact Grant in the amount of $15,000 to the city of Sparks to fund a joint project between the city of Sparks and Sierra Arts Foundation. This project will utilize space for galleries in the city’s downtown area, and is designed to activate unused and underutilized spaces, create opportunities for artists to show work and to work closely with local curators on artist and gallery management. 

Using this city space to create a year-round art scene in the downtown corridor will support local businesses and help transform the area in the wake of downtown construction, which is scheduled to continue to 2021. 



Analysis:

This Community Impact Grant requires a 50:50 match. The Arts and Culture Advisory Committee has allocated $8,000 a year for gallery management as part of their 2017-2020 plan, approved by Council on 9/25/2017. The Arts and Culture Advisory Committee has a funding in Fund 1221, program 121235, to support programs which support their mission: The city of Sparks Arts and Culture Advisory Committee supports the community by facilitating investment in the arts and culture in order to nurture creative communities, enhance quality of life and encourage civic pride.



Alternatives:

1. City Council may accept this $15,000 Community Impact Grant from Nevada Arts Council as submitted. 

2. City Council may reject this $15,000 Community Impact Grant from Nevada Arts Council and provide direction to the City Manager. 



Recommended Motion:

I move to accept this $15,000 Community Impact Grant from the Nevada Arts Council.
