Background:
The Civil Service Commission has authority over all phases of the procedures for selection, appointment and promotion of employees in the civil service; for the appeal rights of such employees with regard to suspension, demotion, dismissal and disciplinary action; and for the transfer of employees within the City. Vacancies on the Commission must be filled by appointment by the Mayor and confirmed by the City Council.
Analysis:
The Civil Service Commission has one vacancy for a three-year term expiring June 30, 2022. Announcements for the vacancy were made at the April 22, 2019, May 13, 2019, May 28, 2019 and June 24, 2019 Sparks City Council meetings. One application was received. Mayor Smith has communicated with the applicant and will announce his recommendation for appointment at the meeting.
Alternatives:
1. Council may confirm the Mayor's appointment.
2. Council may reject the Mayor's appointment and provide further direction to the Mayor or City Manager.
