Title: Consideration, discussion, and possible approval of a construction contract (AC-5594) for removal of grass turf and soil, placement of aggregate base, turf stone type pavers, topsoil and seed at Golden Eagle Regional Park to Garden Shop Nursery Landscaping, in the amount of $59,121.20.

Recommendation: Staff recommends the City Council approve the construction contract to Garden Shop Nursery Landscaping.

Agenda Item Brief:

Staff recommends approval of a construction contract to Garden Shop Nursery Landscaping for removal of grass turf and soil, placement of aggregate base, turf stone type pavers, topsoil and seed at Golden Eagle Regional Park.  Completion of this project will facilitate access to Fields 7, 8, 10 and 14 for vehicles and tools used in the maintenance, repair and replacement of the artificial turf on those fields. The Project was quoted and three (3) responsive quotes were received on June 27, 2019 with Garden Shop Nursery Landscaping submitting the lowest responsive quote in the amount of $59,121.20. 



Background:

Golden Eagle Regional Park was originally completed in April 2008.  Since completion the park has seen extensive programming and use of all the athletic fields, which now require replacement or significant maintenance as a result.  To access the fields for maintenance or replacement, contractors and maintenance personnel are required to drive over the natural turf in order to access the fields, which damages the ground and creates additional repair work, driving up the cost of turf maintenance, repair and replacement. 

City staff determined that the cost of future replacement and maintenance access could be reduced by installing a permanent turf stone paver (allows for topsoil and seed in hollow cells) over aggregate base that would allow permanent access to and from the fields without causing damage to the existing natural turf.  Using the turf stone paver should also minimize or negate any changes required for the existing irrigation system.



Analysis:

The City of Sparks received three (3) qualified quotes for this project and were received June 27, 2019 by 4:00 p.m.  The quote received from Garden Shop Nursery Landscaping was the lowest responsive quote in the amount of $59,121.20.  A location map, full summary of the quotes received, and the contract is attached for review by the council.

Alternatives:

Recommended Motion:

I move to approve the construction contract (AC-5594) to Garden Shop Nursery Landscaping in the amount of $59,121.20.
