Title: Consideration and possible award of the Sparks Marina Peninsula Reconstruction Project, Bid No. 11/12-019, PWP-WA-2012-115 to Gradex Construction Company in the amount of $392,775.55.

Recommendation: Staff recommends that Council award the Sparks Marina Peninsula Reconstruction Project, Bid No. 11/12-019, PWP-WA-2012-115 to Gradex Construction Company in the amount of $392,775.55.
Financial Impact: $368,900 of appropriations remains in the 2011/2012 Capital Improvement Program (CIP) under CIP 12-2006, Marina Peninsula Beach Improvement Project. The additional $23,875.55 will use appropriations set aside for CIP 12-2003, Marina Park Landscape, Path Modifications, and Upgrades Project in the same document. Construction expenses will post to Account 604060, Site Improvements using Project 12-2006-101.

Agenda Item Brief: Consideration and possible award of the Sparks Marina Peninsula Reconstruction Project, Bid No. 11/12-019, PWP-WA-2012-115 to Gradex Construction Company in the amount of $392,775. This project will expand usable area on the south beach of the peninsula, reduce beach size, and provide a larger venue for special events. Staff recommends approval.


Background: The south beach area of the peninsula has become a site for special events. The existing site limits the size of events due to the large beach that is currently in place. This beach area is not used for swimming due to safety issues with no lifeguards. All swimming activities occur on the north beach inner bay area of the marina. This is an area that is controlled by lifeguards and has been approved as the swimming area. The project will construct two decorative ledge stone precast retaining walls that will maximize the turf area and create a useable beach that will be used only for special events. A new walkway is designed along the top of the wall with a handrail, enhancing the view during events at the site. Volleyball courts will be installed between two walls for public use or tournaments. New electrical improvements to accommodate events will be installed, and new turf and irrigation system will be installed in the new extended area. Existing memorial trees will be removed and relocated within this area as well.

Analysis: The project advertised in the Reno Gazette Journal on February 8, 2012 and copies were distributed to local plan rooms. Three addendums were issued and 14 Bids were opened at City Hall on March 6, 2012. Bid results ranged in cost from $392,775.55 to $574,833.08. Alternatives: 1. City Council could award the Sparks Marina Peninsula Reconstruction Project as outlined by Staff. 2. City Council could reject the Sparks Marina Peninsula Reconstruction Project and provide direction to the City Manager.

Recommended Motion: “I move to award the Sparks Marina Peninsula Reconstruction Project, Bid No. 11/12-019, PWP-WA-2012-115 to Gradex Construction Company in the amount of $392,775.55.”
