Title: Consideration and possible approval of a contract with Briggs Electric, Inc. to perform electrical preventative maintenance and repairs at the Truckee Meadows Water Reclamation Facility (TMWRF) in the amount not to exceed $42,600.

Recommendation: Staff recommends City Council approve a contract with Briggs Electric, Inc. to perform electrical preventative maintenance and repairs at TMWRF based on an agreed upon hourly rate.
Financial Impact: Cost associated with this fiscal year is $42,600. This expense will be charged to Fund 5605, Account 603242, Professional Services – Other, under Program 131510, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses; Sparks is expecting reimbursement from the City of Reno, of the actual cost of this contract, based on the influent flow split.

Agenda Item Brief: City staff is asking the City Council to approve a contract with Briggs Electric, Inc. in an amount not to exceed $42,600 to perform electrical preventative maintenance and repairs to facility equipment. Contracted services are needed in order to ensure the continued sustainability of the treatment plant. An hourly rate for these services has been agreed upon with Briggs Electric, Inc. to perform these duties.


Background: The Truckee Meadows Water Reclamation Facility (TMWRF) is a regional wastewater treatment plant. Major portions of the facility are over 44 years old and are beginning to show their age as increasing amounts of maintenance are required to keep them operational and functioning.

Analysis: Staff at TMWRF has identified a need to contract with outside services to perform electrical preventative maintenance and reactive repairs to facility equipment. Reduced staffing levels are generating a need for contractor services to continue at TMWRF. A request for informal quotes was sent out to four (4) companies to bid an hourly rate for electrical contractor services. Results of this process to perform these services are as follows: • Briggs Electric, Inc. $75 per hour • Quality Control Systems $85 per hour • George T. Hall Co. $105 per hour • Nelson electric Co., Inc. Not Responsive – No Bid Briggs Electric, Inc. had the lowest per hour charge of $75.00/hour. Based on an 8 hour per day calculation, 71 days or 568 work hours are available for the remainder of this fiscal year. At $75.00/hour, the total cost would not exceed the $42,600 on total expenses.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve a contract with Briggs Electric, Inc. in an amount not to exceed $42,600.
