Title: Consideration and possible approval of an expenditure of $55,782.25 to purchase one (1) Americans with Disabilities Act wheelchair compliant van from Carson Dodge as part of the fleet replacement program for FY20 utilizing a joinder with the State of Nevada Contract Number 99SWC-S490

Recommendation: Staff recommends approval of an expenditure of $55,782.25 for an ADA van from Carson Dodge.
Financial Impact: One vehicle in the amount of $55,782.25 in Motor Vehicle Fund 1702. $100,000 was approved for project #20-7500A in the FY20 Vehicle & Equipment Replacement Plan and $1,806,550 of budget authority is currently available. $15,222.30 of replacement funds have been collected in this fund for this purchase. General Fund annual maintenance and repairs costs will increase by $0.

Agenda Item Brief:

Staff recommends that the City Council approve an expenditure of $55,782.25 from the motor vehicle fund to purchase an American with Disabilities Act (ADA) compliant van for use by Community Services Department personnel.  The purchase will replace the Department’s existing 2000 Saturn sedan with a 2018 Dodge van that is compliant with current ADA requirements for wheelchair accessibility.   If approved, the City will joinder with State of Nevada contract number 99SWC-S490 for purchasing fleet vehicles from Carson Dodge. $100,000.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019.



Background:

The City’s existing 2000 Saturn Sedan was retrofitted to provide accommodation for use by employees with disabilities but is no longer compliant with current ADA requirements for wheelchair accessibility. This request is for the replacement of a 2000 Saturn Sedan with a 2018 Dodge van that will be compliant with current ADA specifications for wheelchair accessible vehicles.  



Analysis:

Staff proposes using the joinder provision allowed under NRS 332.195 to gain the benefit of the State of Nevada vehicle bid contract number 99SWC-S490. The State’s bid represents a high volume and government pricing for vehicle purchases which the City may leverage to its benefit. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed and benefit from pricing below what the city could expect if it were to formally bid individual vehicle purchases. 



Alternatives:
  1. Council could approve this expenditure.
  2. Council could reject the proposed expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of an ADA compliant wheelchair van from Carson Dodge in the amount of $55,782.25.
