Agenda Item Brief:

Staff recommends the City Council approve the reimbursement to the City of Reno for the City of Sparks’s share of a construction contract for the replacement of multiple 120 volt electrical panels at the Truckee Meadows Water Reclamation Facility (TMWRF).  The existing 120 volt panels throughout the facility have served beyond their expected service life and cannot be properly maintained as replacement parts are no longer available.    The City of Reno held an open competitive bid for this work with Triumph Electric being the lowest responsible bidder.  The total contract amount is $396,720 with the City of Sparks's share being $123,196.26.   This project is in the approved TMWRF Capital Improvement Program and is included in the Fiscal Year 2020 budget.



Background:

The 120V panels at TMWRF provide miscellaneous low power for lighting and electrical outlets throughout the facility.  The existing panels are at the end of their service life and need to be replaced.  These panels cannot be properly maintained due to the inability to procure replacement parts.  Additionally, many of the electrical circuit breakers in the panels cannot be safely locked out when needed for maintenance or repair of the connected equipment. 

Following a plant-wide evaluation of electrical risk ranking at TMWRF, Farr West engineering designed for the replacement and rehabilitation of infrastructure at risk of failure.  The 120V panels throughout the facility range in age from 3 to over 50 years old.  Approximately 100 panels throught the facility will be replaced.



Analysis:

The City of Reno held an open, competitive bid for this work with bids being opened on May 16, 2019.  The work was separated into a base bid and two additive alternatives.  The lowest responsive and responsible bidder was Triumph Electric.  The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the base bid and the A and B alternate adds in the amount of $392,720, with the City of Sparks’s share of $123,196.26.  



Alternatives:
  1. The City Council may approve the expenditure as presented by Staff
  2. The City Council may reject the expenditure and provide direction to the City Manager


Recommended Motion:

I move to approve reimbursement to the City of Reno for the City of Sparks’s share of a construction contract (AC-5592) with Triumph Electric for the 120 Volt Electrical Equipment Replacement Project at the Truckee Meadows Water Reclamation Facility in the amount of $392,720.00 with the City of Sparks’s share being $123,196.26.
