Over the last seven fiscal years, the City of Sparks has utilized contracted labor to augment public works maintenance activities. From January of 2018 through January of 2019, contract labor represented 18% of all labor hours expended by Public Works Maintenance for the maintenance of parks, streets, storm drains, and the city vehicle and equipment fleet. If approved, the City will joinder with the State of Nevada RFP/Contract number 3296/18404 for contracting for labor through Manpower. $625,000 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2018. Staff recommends approval.
Background:
Fiscal Year 2020 will be the seventh full season that Public Works will utilize contract workers to support Parks, Streets, Drains, and Fleet Maintenance with the following tasks: Trash pick-up, restroom cleaning, mowing, weed control, Community Service crew, crack sealing, street patching, data entry, pot hole repair, river cleanup, and cleaning alleys. From January of 2018 through January of 2019, contract labor represented 18% of all labor hours expended by Public Works Maintenance.
Analysis:
City Staff propose utilizing the “joinder” provision allowed under NRS 332.115 to gain the benifit of State of Nevada RFP/ Contract number 3296/18404 (attached). Specifically, the City will be using a contract for temporary employees issued by the State of Nevada. The State’s bid represents a high volume for contract labor which the City may leverage to its benefit. Because of the higher volume of the State bid, the costs associated with the joinder are reduced beyond what the City could expect if it were to individually bid for contract labor.
The $625,000 expediture will allow the Community Services Department to augment maintenance activities for Parks, Street, Drains, Fleet Maintenance and administrative services in the following manner:
- $407,000 for Parks Maintenance. This provides for seven year-round contract laborer positions performing the following tasks: to operate a trash truck; to run the Community Service van; full time weed abatement; to help with irrigation in the summer and weed spraying and tree trimming in the winter; assigned to trash truck working with the Sheriff’s work crew and to clean downtown public areas and the Marina Park. Eight additional seasonal contract labor positions during the summer to perform the following tasks: assigned to the mow crew; to operate an additional trash truck; to cover the trash trucks days off; to assist in maintaining the small parks, and to assist with special projects.
- $135,000 for Street Maintenance. This provides for three year-round contract laborer positions performing the following tasks: crack sealing, street patching, pothole repair and cleaning alleys.
- $34,000 for one person in storm drain maintenance to augment weed abatement in the open ditches.
- $15,000 for Fleet Maintenance to provide trash pick-up, shop cleaning, and parts pick-up.
- $34,000 for Maintenance Administration. This provides one year-round data entry person and fill in as needed for other duties.
Alternatives:
1. The City Council could approve the expenditure
2. The City Council could reject the proposed expenditure and provide direction to the City Manager.
Recommended Motion:
I move to approve an expenditure of $625,000 for contract labor to augment Public Works Maintenance activities for Fiscal Year 2020 utilizing a joinder with State of Nevada RFP/Contract number 3296/18404.
