Title: Consideration and possible award of the federally funded Community Development Block Grant (CDBG) 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-170 to Granite Construction in the amount of $198,198.

Recommendation: Staff recommends that Council award the federally funded Community Development Block Grant (CDBG) 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-170, to Granite Construction, in the amount of $198,198.
Financial Impact: This project will be funded 100% by the Community Development Block Grant (CDBG). The available budget for the 7th Street Improvements Project in the FY12 CIP is $259,443. The account number to be used for the encumbrance is 603190 Program 12-4500.

Agenda Item Brief: Consideration and possible award of the 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-170 to Granite Construction, in the amount of $198,198. This project will replace the existing curb, gutter, sidewalk, driveway, and provide for some landscape improvements. This work will occur on 7th Street from Prater Way to F Street and from Pyramid Way to 6th Street. Staff recommends approval.


Background: The recent completion of the United States Census required the City to amend its approved 2011/2012 Action Plan with the U.S. Department of Housing and Urban Development (HUD) for proposed activities to be funded with the Community Development Block Grant (CDBG) funds. City Council approved the amended Action Plan On January 9, 2012, and it was subsequently submitted to and approved by the U.S. Department of Housing and Urban Development (HUD). One new area meeting the designated eligible low/moderate census tracts is bordered by Prater Way to Victorian Avenue and 4th Street to Pyramid Way. For this project, Staff identified 7th Street from Prater Way to F Street with associated side streets from Pyramid to 6th Street. The existing concrete infrastructure in this area was constructed in the early 1940’s. The concrete walkways and curbing have deteriorated over time and are in need of replacement. The existing sidewalks have exposed aggregates, and missing cracked panels, causing hazards and resulting in a sidewalk that does not function as designed. The curb and gutter is detached from the walkways and does not drain as designed in many areas. Additionally, many of the intersections do not have accessible ramps.

Analysis: The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk on 7th street from Prater Way to F Street, and from Pyramid Way to 6th Street. New accessible ramps will be installed at intersections where they are missing. Irrigation sleeves will be installed to accommodate any future irrigation within the parkway and some deciduous trees will be installed with this project. Funding for this project is provided by Community Development Block Grant Funds. The project advertised in the Reno Gazette Journal on February 28, 2012 and copies were distributed to local plan rooms. Bids were opened at City Hall on March 1, 2012. Bid results ranged in cost from $198,198 to $355,008.50. Alternatives: 1. City Council could award the 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-170 as outlined by Staff. 2. City Council could reject the 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-10 and provide direction to the City Manager.

Recommended Motion: “I move to award the federally funded (CDBG) 7th Street Pedestrian Improvements Project, Bid No. 11/12-026, PWP-WA-2012-170, to Granite Construction, in the amount of $198,198.”
