Title: Review and possible acceptance of a grant from the E. L. Cord Foundation in the amount of $15,000 for the City of Sparks Parks and Recreation Department to continue the Senior Day Trip, Breakfast with Santa and a portion of the Leisure Without Limits programs in 2012.

Agenda Item Brief: Since 2005, the Parks and Recreation Department has provided Senior Day Trips for senior citizens and Breakfast with Santa for families. A portion of the Leisure Without Limits program will be funded with this grant as well. Due to past budget cuts, grant funding awarded by the E.L. Cord Foundation is needed to continue these programs in 2012. These programs contribute to the quality of life in Sparks.


Background: The Parks and Recreation Department prides itself in the ability to provide a variety of programming for people of all ages and abilities in our community. The Senior Day Trip schedule began in 2005 and was a casualty of the 2008 budget cuts. The trips are popular with up to 50 participants, however, revenues could not cover the cost of the event even though we continue to provide scholarship funding to those who may not be able to afford the program. Therefore, the program was eliminated in 2008.The Breakfast with Santa program has become a fun, family tradition attracting up to 150 people. Once again, to keep the program affordable, the revenues were unable to cover the expenses and the program was discontinued in 2008. The community was truly disappointed. The Nell J. Redfield Foundation funded both of these programs in 2010. The E. L. Cord Foundation funding continued these programs in 2011. In addition to these programs, the grant will fund a portion of the Leisure Without Limits program in 2012.

Analysis:

Alternatives: The City Council may elect to reject this grant funding and redirect staff.

Recommended Motion: That the City Council accept the $15,000 grant funding from the E. L. Cord Foundation for the Sparks Parks and Recreation Department to continue the Senior Day Trip, Breakfast with Santa and a portion of the Leisure Without Limits programs in 2012.
