Agenda Item Brief:

The City of Sparks recently had a traffic study conducted on Baring Blvd, in the area adjacent to Reed High School. The recommendations from this study include various improvements to Baring Blvd, which define the scope of this project. The project will reduce the number of crosswalks in this area from four (4) to two (2) and to significantly improve the safety of the two remaining crosswalks through improved overhead lighting and the installation of pedestrian activated rectangular rapid flashing beacons. The project advertised on March 20, 2019. On April 3, 2019, the City of Sparks received two (2) qualified bids for this project on.  Titan Electrical Contracting submitted the low bid in the amount of $185,600.00.



Background:

The City of Sparks recently had a traffic study conducted on Baring Blvd, in the area adjacent to Reed High School. The recommendations from this study include various improvements to Baring Blvd, which define the scope of this project. Currently there are four (4) existing crosswalks across Baring Boulevard between Reed High School and the Smith shopping center to the south, commonly known as “Baring Village”. There is considerable pedestrian traffic between Reed High School and this shopping center on a regular basis and there have been accidents and fatalities in this area. To improve the safety and operations of this area, this project will reduce the number of crosswalks in this area from four (4) to two (2) and will significantly improve the safety of the two remaining crosswalks through improved overhead lighting and the installation of pedestrian activated rectangular rapid flashing beacons.



Analysis:

The project scope includes reducing the number of crosswalks, in the area of Baring Blvd adjacent to Reed High School, from four (4) to two (2) and to significantly improve the safety of the two remaining crosswalks through improved overhead lighting and the installation of pedestrian activated rectangular rapid flashing beacons. The project also includes providing connection to power, asphalt and concrete removal and replacement, irrigation/landscaping removal and replacement and striping and signing modifications as necessary.

The City of Sparks received two (2) qualified bids for this project. Bids were received April 3, 2019 at 1:45pm and opened at 2:00pm.

A bid summary of the qualified bidders is shown below:

Alternatives:
  1. City Council could approve the project contract as outlined by Staff.
  2. City Council could reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the 2019 Baring Blvd Safety Project contract (AC-5562) to Titan Electrical Contracting in the amount of $185,600.00.
