Agenda Item Brief:

The current contract between the Sparks Fire Department and the State of Nevada is expiring on June 30, 2019. This new contract will be effective upon approval by the Sparks City Council and the State of Nevada on July 1, 2019. The cost for 1 year of the contract is $25,633. The average cost for fighting wildland fires within the City limits of Sparks over the last 2 years has been approximately $70,000. The funds are included in the FY20 budget. This is a 2 year contract based on the Nevada Legislative cycle.



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The original agreement was signed after the S-Fire, July 2016 and the City was responsible for over $90,000 in cost and all financial tracking. The renewal of this agreement will continue to provide SFD and the City of Sparks with added emergency resource availability. This program is not only beneficial for the wildland fire season but any emergency in which the City of Sparks is in need of inmate work crews.

If approved by the Council, the State of Nevada will approve and will be effective for 2 years.



Analysis:

Cooperative agreements are crucial in mitigating those emergencies that exceed the capabilities of a single agency.  The Sparks Fire Department and the State of Nevada renewed our working relationship after the S-Fire in 2016. This contract would ensure this relationship continues.



Alternatives:
  1. Council can choose to not approve the 2019-21 contract between the Sparks Fire Department and the State of Nevada.
  2. Council can accept the recommended motion.


Recommended Motion:

I move to approve the 2019-2021 contract (AC-5556) between the Sparks Fire Department and the State of Nevada for wildland expenses and emergency incidents for the period of July 1, 2019 - June 30, 2021 in the amount of $25,633 per year for a total not to exceed $51,266.
