To provide timely building permit inspection services to the development community, the Fire Department contracts for building/fire plan review services to supplement City staff. West Coast Consultants, Inc. (WC3) currently provides these services to the City. The proposed change to the contract would provide the Fire Department’s continued use of their services through June 30, 2019 by authorizing the expenditure of an additional $30,000 from the Development Services Enterprise Fund.
Background:
On December 21, 2018, the Fire Department entered a professional services contract with WC3 for plan review services in an amount not to exceed $40,000. As the region’s economy has improved, the Fire Department has experienced a steady increase in the number of applications for building/fire permits. To provide timely plan review services to the development community, the Fire Department has contracted for third-party building/fire plan review to supplement City staff. WC3 is one of the firms currently providing the City these services.
Analysis:
WC3 submitted a letter proposal dated March 7, 2019 to continue providing the City of Sparks with building/fire permit plan review services. Staff has reviewed the proposal and finds the terms acceptable. The proposed change to the contract would extend the Fire Department's use of WC3 services through June 30, 2019 by authorizing the expenditure of up to $30,000 from the Development Services Enterprise Fund for a total contract amount not to exceed $70,000. If Council approves the change to the contract, WC3’s services would continue to be used on an as-needed basis.
Alternatives:
- The City Council could approve the contract as outlined by staff.
- The City Council could reject the contract and provide direction to the City Manager.
Recommended Motion:
I move to approve a change to the existing professional services contract (AC-5557) with West Coast Consultants, Inc. in an amount not to exceed $30,000 for building/fire permit plan review services.
