Title: Consideration of and possible action on a request for a two-year extension until May 3, 2021, for presenting a successive final map for Village 10 in the Pioneer Meadows Planned Development, Sparks, Nevada. (PCN160043)

Agenda Item Brief:

Lennar Homes is requesting a two-year time extension for presenting a successive final map associated with Pioneer Meadows Village 10.



Background:

Nevada Revised Statutes (NRS) 278.360 specifies that a party subdividing land must obtain approval and recordation of a final map within four years from the date the tentative map was approved. The developer may record final maps in phases. Once a final map is recorded for any portion of the area covered by the tentative map, the developer must record a successive final map within two years or may request a two-year extension. Failure to obtain approval of and record a final map, or obtain an extension, will result in termination of the tentative map.

The City Council approved a tentative map for Village 10 within the Pioneer Meadows planned development on November 14, 2016. (Exhibit 01 - Clerk Letter) A final map for Phase 1 of Village 10 was recorded on May 3, 2017. The tentative map will expire on May 3, 2019 unless a successive final map is approved and recorded or the City Council approves a two-year extension.

The 23.37-acre site for the 140-lot single-family subdivision covered by the subject tentative map is located northwest corner of Wingfield Hills Road and Rolling Meadows Drive. (Exhibit 02 - Vicinity Map).



Analysis:

Lennar Homes is requesting approval of a two-year extension for presenting a successive final map for Village 10 of the Pioneer Meadows planned development. (Exhibit 03 – Extension Request Letter) NRS 278.360 allows the City Council to grant a two-year extension. This request is within the two-year period to record a successive map for Village 10. If granted by the City Council, the two-year extension will be effective May 3, 2019 and valid until May 3, 2021.



Alternatives:
  1. The City Council can approve the requested two-year time extension for presenting a successive final map for Pioneer Meadows Village 10.
  2. The City Council can deny the requested two-year time extension for presenting a successive final map for Pioneer Meadows Village 10.


Recommended Motion:

I move to approve a two-year extension until  May 3, 2021, for presenting a successive final map for Village 10 in the Pioneer Meadows Planned Development, Sparks, Nevada.
