Agenda Item Brief:

The Preventative Maintenance Patch Project will permanently patch city owned streets that are on the schedule for the next preventative maintenance project. The patching work must be completed before any type of slurry seal application can be placed. The size and limits of these projects are determined by the streets with the most critical conditions and by the budget available. Recent bid prices have been very competitive and extremely favorable when compared with other current bids in the region. These results, and this Change Order, can add patching on additional streets and allow more preventative maintenance to be performed this year as well as finish out neighborhoods more thoroughly.

Background:

The City of Sparks strives to keep streets on a consistent preventative maintenance schedule. Proper preventative maintenance can extend the life expectancy of the roadway surface and therfor lengthen the longevity of the asphalt. Streets identified for inclusion on upcoming preventative maintenance projects are inspected to determine if any patching is needed before slurry seal type applications. The Preventative Maintenance Patch Project will permanently patch city owned streets that are on the schedule for the next preventative maintenance project. Change Order #1 will add additional streets requiring patching and will make them ready for preventative maintenance activities.

This change order will take advantage of project pricing, as well as add more preventative maintenance areas for this fiscal year.  This additional work will finish out two neighborhoods more thoroughly.

Analysis:

This change order will add approximately 10,686 SF of patching in the same neighborhoods already identified for patching and preventative maintenance activities. The attached vicinity maps show the streets currently included in the 2019 Preventative Maintenance Patching Project and highlight the streets that could be added with Change Order #1.

Alternatives:
  1. City Council could approve the Change Order to the 2019 Preventative Maintenance Patch Project as outlined by Staff.
  2. City Council could reject the Change Order to the 2019 Preventative Maintenance Patch Project and provide direction to the City Manager.

Recommended Motion:

I move to approve Change Order #1 to an approved contract with Q&D Construction (AC-5319) for the 2019 Preventative Maintenance Patch Project in the amount of $59,550.04.
