Agenda Item Brief:

Staff is asking the City Council to approve reimbursement to the City of Reno for the City of Sparks share of a contract between Reno and KG Walters Construction Co., Inc. for the Spent Backwash and Primary Clarifier 1B Rehabilitation Project in an amount not to exceed $271,590.09 (Sparks’ Share).



Background:

The reliable operation of each of the 14 clarifiers and other concrete tanks at TMWRF are critical to the performance of the plant.  Over years of continuous operation, the concrete tank structures and mechanical equipment require repairs and rehabilitation.  The rehabilitation of one clarifier and other concrete reactors is anticipated each year in the Joint Coordinating Committee approved TMWRF Capital Improvement Program.  This year’s rehabilitation project includes Primary Clarifier 1B and Spent Backwash tanks.

The rehabilitation activities consist of rehabilitation of expansion joints, replacement of the steel roller wear ring, mechanical paddle system rehabilitation, providing minor repairs to concrete walls and some portions of the steel hardware, and re-coating of the steel hardware in the basin.  This work is considered necessary to prevent further deterioration of aging concrete and steel components, which if not addressed could develop into more significant repair needs and compromise the treatment plant operations.  The improvements for this project have been designed and bid.  



Analysis:

The City of Reno held an open, competitive bid for the proposed work on January 17, 2019.  KG Walters Construction Co., Inc. was the lowest responsive bidder.

In accordance with the TMWRF Interlocal Agreement, City of Reno staff will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement.  The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Sparks’ share is up to $271,570.09.  This project is in the approved TMWRF Capital Improvement Plan for FY 19.



Alternatives:
  1. City Council can approve the reimbursement as presented.
  2. City Council can reject the reimbursement and direct the Manager to have staff provide other alternatives.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for the City of Sparks share of their contract with KG Walters Construction Co., Inc. for the Spent Backwash and Primary Clarifier 1B Rehabilitation Project at TMWRF in an amount not to exceed $271,570.09.
