Title: Consideration, discussion, and possible approval of the 2019 Street Rehabilitation – Unit 2, Bid No. 18/19-016, PWP-WA-2019-089 contract (AC-5555) to Sierra Nevada Construction in the amount of $1,733,007.00.

Recommendation: Staff recommends the City Council approve the contract to Sierra Nevada Construction.

Financial Impact: This project will combine budget of $1,733,007.00 from four different funds in five different CIP projects.

Agenda Item Brief:

The project involves removing and replacing deteriorating curb gutter, sidewalk, and driveway approaches along with constructing new pedestrian ramps and reconstructing the roadway with new asphalt. Refer to the attached FY19 Unit 2 Roadway Rehabilitation Vicinity Map for street locations. The project advertised on January 23, 2019. On February 6, 2019, the City of Sparks received three (3) qualified bids for this project on. Sierra Nevada Construction submitted the low bid in the amount of $1,733,007.00.

Background:

The 2019 Street Rehabilitation –Unit 2 Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outline in the 5-year Program of Projects.

Analysis:

The project scope identifies the need to remove and replace as needed deteriorating curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY 19 Unit 2 Roadway Rehabilitation Vicinity Map.

The City of Sparks received three (3) qualified bids for this project. Bids were received February 6, 2019 at 1:45pm and opened at 2:00pm.

A bid summary of the qualified bidders is shown below:

Sierra Nevada Construction	$1,733,007.00
Spanish Springs Construction	$1,891,444.00
Q&D Construction	$1,947,000.00

The contract is attached for review and discussion.

Alternatives:

1. City Council could approve the project contract as outlined by Staff.

2. City Council could reject the proposed project contract and provide direction to the City Manager.

Recommended Motion:

I move to approve the 2019 Street Rehabilitation – Unit 2, Bid No. 18/19-016, PWP-WA-2019-089 contract (AC-5555) to Sierra Nevada Construction in the amount of $1,733,007.00.
