Staff advertised a formal bid for the Synthetic Turf Replacement of softball infields 10 - 14 and received one (1) bid on Thursday January 3, 2019 at 2:00 p.m. The low bid for the project was $717,250 submitted by General Acrylics, which is 60% over available budget. City staff recommends rejecting the one responsive bid due to insufficient funding.
Background:
Golden Eagle Regional Park was originally completed in April 2008. Since completion the park has seen extensive programming and use of all the athletic fields. The City of Sparks worked with Lloyd Civil & Sports Engineering to develop a long-term asset management/replacement plan of our synthetic fields in 2016. Based upon this study which included onsite review of the synthetic turf fields and impact attenuation testing of the fields, the infield of softball fields 10 - 14 have reached the end of their useful life and require replacement. The budget allocated for the project is $450,000.
Analysis:
The project was advertised and formally bid on December 12, 2018 and one addendum was issued during the bid process. Three substitution requests were submitted during the bid process; however, the vendors did not provide the necessary information as required in the specifications to determine if the product met the performance specifications, therefore those substitutions were rejected. One (1) bid was received at city hall on January 3, 2019. The one responsive bid submitted by General Acrylics at $717,250 is 60% over budget. With Councils approval to reject this bid, staff will review potential options on how to complete this project in the future.
City of Sparks Municipal Code and Nevada Revised Statutes require Council action to reject bids if the value of the bid exceeds $50,000. A bid recap is provided below for Council’s review. Staff recommends City Council reject the one responsive bid due to insufficient funding.

- City Council could reject all bids as outlined by Staff.
- City Council could provide direction to the City Manager.
Recommended Motion:
I move to reject the one responsive bid for the Synthetic Turf Replacement of softball fields 10 - 14, Bid No. 18/19-014, PWP #WA-2019-071, due to insufficient funding.
