Agenda Item Brief:

This project consists of the removal of existing trees and tree planters, and the construction of new larger tree planters, removal and replacement of existing pavers, sidewalk, curb, gutter, and catchbasins, new fencing,  irrigation and electrical improvements.  Staff recommends approval.



Background:

Victorian Square public improvements were originally constructed in two phases. The first phase in 1988 and the second phase in 1990.  In February 2013, city staff from Engineering, Planning, Maintenance, Parks, and Special Events reviewed the area to identify repairs needed due to deterioration and improvements for use during events.  Based on this review, a plan was developed to phase improvements to Victorian Square in the City Capital Improvement Plan.  The current Phase 2A is located on Victorian Ave. between Victorian Ave. and the western portion of the Nugget Casino on the south side of the street.



Analysis:

The project was advertised on December 12, 2018 and one addenda was issued during the bid.  Six (6) bids were received at city hall on January 9, 2019 as a result of the formal bid process.  Staff has reviewed the bids, found no irregularities, and recommends award to the low bid submitted by NVNJ Construction, in the amount of $312,890, which includes a force account of $25,000.  The contract for the project has been attached for reference.  A detailed bid recap is attached to the staff report and a bid summary of the qualified bidders is shown below:

Alternatives:
