Agenda Item Brief:

Staff is asking the City Council to approve reimbursement to the City of Reno for the City of Sparks share of a contract between Reno and Nelson Electric Co, Inc. for the Top Deck Lighting project in an amount not to exceed $214,507.43.



Background:

The existing top deck lighting system around the open primary clarifiers, secondary clarifiers and aeration tanks is approximately 50 years old and is in need of replacement. The existing structural and electrical infrastructure for the lighting system is corroded beyond repair, is unreliable, and requires significant staff time to maintain. Additionally, the current system does not provide adequate lighting for safe nighttime operations around open tanks containing sewage.

The Top Deck Lighting project is part of the approved TMWRF Capital Improvement Program.  A contract for the design of the new system was approved in December, 2017. Based on the previously completed evaluation of the top deck lighting, and in concurrence with TMWRF staff review and input, key improvements in the system were identified as being needed to provide reliable and safe lighting conditions across the entire top deck.



Analysis:

The City of Reno held an open, competitive bid for the proposed work on December 18, 2018.  Nelson Electric Co. Inc. was the lowest responsive bidder.  In accordance with the TMWRF interlocal agreement, City of Reno staff will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement.  The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, the City of Sparks share is not to exceed $214,507.43.



Alternatives:
  1. City Council can approve the reimbursement as presented.
  2. City Council can reject the reimbursement and direct the Manager to have staff provide other alternatives.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for the City of Sparks share of their contract with Nelson Electric Co., Inc. for the Top Deck Lighting project at TMWRF in an amount not to exceed $214,507.43.
