Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $75,459.24 for Sparks’ share of a bid awarded to Intec Solutions to supply three (3) nitrification drives for the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Intec Solutions to supply one (1) nitrification effluent pump drive and two (2) nitrification influent pump drives.
Financial Impact: $78,425.00 of appropriations has been set aside in the approved 5 – Year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Filtration & Denitrification Inspection & Rehabilitation Project, CIP Project Number 126607, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Intec Solutions for up to $240,545.86 and will administer the contract. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF Capital projects, based on the ownership of TMWRF with the City of Reno being 68.63%, or up to $165,086.62 and Sparks being 31.37%, or up to $75,459.24. Expenses will post to account 604090, TMWRF Construction, using CIP 12-6607-100.

Agenda Item Brief: City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of $75,459.24 for its share of a $240,545.86 contract administered by the City of Reno with Intec Solutions to supply three (3) nitrification pump drives.


Background: The nitrification complex at TMWRF houses four (4) 200 HP and four (4) 400 HP electrically driven pumps. The 200 HP pumps deliver secondary effluent to the six (6) towers which treat the ammonia that is present in the secondary effluent. The effluent from the towers is then returned to the nitrification facility and pumped using the 400 HP pumps to the denitrification reactors where the process releases nitrogen gas to the atmosphere. This process is essential to avoid releasing nitrogen compounds into the Truckee River in violation of our permit. Normal operation requires that two (2) 200 HP and two (2) 400HP operate at all times. One 200HP pump drive has already failed and been replaced with the newer style ABB drive. Three additional drives will be replaced in this year’s CIP and the other four (4) drives will be replaced in a subsequent years CIP. TMWRF believes that the replacement of the drives with units like those that are utilized in the headworks facility is the direction staff would like to continue to pursue. These new drives have modular components that would allow TMWRF electrical/instrumentation staff to make repairs from warehouse stock within hours of a component failure. Standardization of all the major drives at TMWRF would allow for reduced equipment down time and ease of equipment repairs in the event of a failure. Maintenance of permit related redundant equipment is paramount to TMWRF meeting its goals of protecting the public health, safety and welfare of the community.

Analysis: The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the city of Sparks share the cost for this project based on their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Reno’s share is $165,086.62 and Sparks share is $75,459.24.

Alternatives: Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve that City Council award the approval of reimbursement to the City of Reno for Sparks’ share of the nitrification drive replacement in the amount of $75,459.24.
