Title: Consideration and possible approval for a contract in the amount of $75,524.00 to R & C Valve Repair, Inc. to perform preventative maintenance and repairs to the three centrifuge back drives located at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into a contract with R & C Valve, Inc. in the amount of $75,524.00.
Financial Impact: $825,647.09 in appropriations is contained in the Fiscal Year 2011 – 2012 TMWRF operating budget for Professional Services - Other. This expense will be charged to Account 603242, Professional Services – Other, under program 131510, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, Sparks is expecting a 70% reimbursement ($52,866.80) from the City of Reno based on the current flow percentage split of 70%(Reno)/30%(Sparks). Based on the flow percentages Reno’s share would be $52,866.80 and Sparks share would be $22,657.20.

Agenda Item Brief: City Staff is asking the City Council to approve a contract with R & C Valve, Inc. to perform preventative maintenance and repairs to three centrifuge back drives at TMWRF. This service is needed to ensure the centrifuges are running at optimal efficiency in order to reduce biosoilds hauling costs to the landfill.


Background: The Truckee Meadows Water Reclamation Facility (TMWRF) uses three (3) Bird 5900 centrifuges to dewater digested sludge from the five (5) anaerobic digesters. Each centrifuge utilizes a Viscotherm back drive unit as part of the process to separate the biosolids from the centrate (liquid) portion of the digested sludge. This dewatering process is used in order to reduce the volume of material that is trucked to the Lockwood landfill. As the Viscotherm back drive units become worn additional water is contained in the biosolids resulting in higher landfill fees.

Analysis: Maintenance on the three back drive units is past due. TMWRF operations staff has begun to experience problems with being able to properly set up the back drives to achieve optimal efficiency. The end result is additional water is contained in the biosolids that is then hauled to the landfill. The additional water content translates in to additional hauling costs and tipping fees at the Lockwood landfill. Another benefit of performing preventative maintenance on each of the back drive units is that minor issues can be addressed before more expensive reactive repairs are needed. R & C Valve is the only factory authorized service center in the United States to perform service on these units making them the sole source for this contract. All of R & C Valve technicians are factory trained in Switzerland at the Viscotherm factory. In addition R & C Valve maintains a $2,500.000.00 spare parts inventory that is used to maintain equipment for the entire Western Hemisphere. A copy of the territory agreement is attached. It is not possible to determine what parts may need to be replaced prior to a full inspection. The price of $75,866.80 would be if every wearable part had to be replaced in all three units which is not anticipated or occurred in the past. Staff believes the final contract price will be substantially less but wants to be prepared for the worst case scenario.

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve a contract with R & C Valve, Inc. in the amount of $75,524.00 with Reno’s share being $52,866.80.
