Recommendation: Staff recommends City Council approve a contract with Nevada Seal and Pump to supply a counter- clockwise impeller for one of Truckee Meadows Water Reclamation Facility’s (TMWRF) Fairbanks Morse Raw Sewage Pumps.
Financial Impact: $302,135.83 in appropriations remain in the TMWRF operating budget for capital acquisition and use during Fiscal Year 2011-2012. This expense will be charged to Account 604070, Capital Equipment and Furnishings, under program 131150, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, Sparks is expecting a reimbursement from the City of Reno based on the current ownership split of 68.63% (Reno), 31.37%(Sparks), of up to $24,120.01. The net cost to Sparks is up to $11,024.99.

Agenda Item Brief: City staff is asking the City Council to approve a contract with Nevada Seal and Pump to supply a counter-clockwise impeller for one of Truckee Meadows Water Reclamation Facility’s (TMWRF) raw sewage pumps. TMWRF is currently performing preventative maintenance on all four raw sewage pumps and electric motors and replacement parts are needed to complete this project.


Background: The Truckee Meadows Water Reclamation Facility (TMWRF) utilizes four (4) Fairbanks Morse raw sewage pumps to pump incoming sewage from Reno and Sparks. Two pumps are normally in service and two pumps are available for redundancy. The influent contains abrasive materials such as sand, gravel and rocks which eventually erode away at the surfaces of the pump volute and impeller. The pumps are designed so that adjustments can be made to compensate for this wear up to a certain point and then replacement is required. Wear beyond the final adjustment points results in inefficient pumping and therefore additional electricity costs are incurred.

Analysis: Staff has determined that preventative maintenance needs to be performed on all four raw sewage pumps and 500 horse power electric motors. One clockwise and one counter-clockwise impeller are normally in TMWRF’s inventory to handle emergency repairs and routine replacement. Lead time to acquire replacement impellers is from three (3) to five (5) months. Due to the importance of the pumps to meet discharge requirements spare impellers are maintained in TMWRF’s inventory. Staff has used the counter-clockwise impeller from stock while performing preventative maintenance on the pumps and a replacement is needed to replenish TMWRF’s inventory. Quotes from two (2) vendors were solicited and Nevada Seal and Pump was the low bidder. Nevada Seal and Pump $35,145.00 JM Squared & Associates $35,952.00

Alternatives: City Council could recommend that staff look at alternative options.

Recommended Motion: I move that City Council approve a contract with Nevada Seal and Pump in the amount of $35,145.00 with the City of Sparks share being $11,024.99.
