Title: Consideration and possible approval of the 2018 Operating Plan (AC-5521) between the City of Sparks Fire Department and Truckee Meadows Fire Protection District.

Recommendation: The recommendation is for Council to approve the 2018 Operating Plan between the City of Sparks and Truckee Meadows Fire Protection District.

Agenda Item Brief:

The 2016 Cooperative Agreement is current, the Operating Plan between the Sparks Fire Department and Truckee Meadows Fire Protection District has expired. This new Operating Plan will be effective upon approval by the Sparks City Council and has already been approved by Trukee Meadows FPD Board of Commissioners. The Operating Plan is an addendum to the Agreement from 2016 and includes updated pay scales, contact information, and communication information.



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The current Cooperative Agreement was signed in 2016. The renewal of the Operating Plan will continue to provide SFD with the ability to receive/give mutual aid with Truckee Meadow FPD. This Operating Plan will ensure our relationship continues and parties will be re-imbursed if mutual aid thresholds are exceeded. Each agency currently only charges if the requested assistance is greater than 12 hours in duration.

This new Operating Plan will take effect once approved by the Sparks City Council. The plan has already been approved by the Truckee Meadows Fire Protection Board of Fire Commissioners.

If approved by the Council, the Operating Plan will be finalized.



Analysis:

Cooperative agreements are crucial in mitigating those emergencies that exceed the capabilities of a single agency. The Sparks Fire Department and Truckee Meadows Fire Protection District have a long history of working together. The City of Sparks Fire Department and Truckee Meadows FPD assist each other for all risk type of incidents on a daily basis. This Operating Plan will ensure this relationship continues and parties will be re-imbursed if mutual aid thresholds are exceeded.



Alternatives:
  1. Approve the 2018 Operating Plan between the Sparks Fire Department and Truckee Meadows Fire Protection District.
  2. Not approve the 2018 Operating Plan between the Sparks Fire Department and Truckee Meadows Fire Protection District.


Recommended Motion:

I move to approve the 2018 Operating Plan between the City of Sparks Fire Department and the Truckee Meadows Fire Protection District.
