Title: Consideration, discussion, and possible approval of a contract (AC-5520) with Anchor Concrete for the 2019 PCC Alley Project, Bid No. 18/19-008 in the amount of $149,596.50.

Recommendation: Staff recommends the City Council approve the contract to Anchor Concrete.

Agenda Item Brief:

The project involves removing and replacing a deteriorating asphalt alleyway with a portland cement concrete alleyway surface. Refer to the attached Vicinity Map - 2019 PCC Alley Project for the alley location. The project advertised on August 29, 2018. The City of Sparks received three (3) qualified bids for this project.  Anchor Concrete submitted the low bid, on September 12, 2018, in the amount of $149,596.50.



Background:

The 2019 PCC Alley Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5-year Program of Projects.



Analysis:

The project scope identifies the need to remove and replace a deteriorating asphalt alleyway and replace the alleyway surface with portland cement concrete. The location of the alley is shown on the attached Vicinity Map - 2019 PCC Alley Project. 

The City of Sparks received three (3) qualified bids for this project. Bids were received September 12, 2018 at 1:45pm and opened at 2:00pm.

A bid summary of the qualified bidders is shown below:               

Engineers Estimate                                     $156,964.00

Anchor Concrete                                          $149,596.50

Spanish Springs Construction                      $156,444.00

Sierra Nevada Construction                         $167,007.00                            

The contract is attached for review and discussion.



Alternatives:

1.            City Council could approve the project contract as outlined by Staff.

2.            City Council could reject the proposed project contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the 2019 PCC Alley Project contract to Anchor Concrete in the amount of $149,596.50
