Agenda Item Brief:

City staff is asking the City Council to approve the asset management engineering services at the Truckee Meadows Water Reclamation Facility in the amount of $191,700.00 by Farr West Engineering. The engineering services will facilitate and accelerate the completion of the asset data collection for the Computerized Maintenance Management System (CMMS)  Asset Management program.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) previously utilized a home-grown work order and Preventative Maintenance (PM) program that was recently replaced with a Computerized Maintenance Management System (CMMS) by eRPORTAL. The new CMMS also provides for Asset Management which we are in the process of populating the required data. The data collection involves identifying, tagging, a condition assessment, remaining service life estimate and replacement cost of each of the 3000 plus TMWRF assets. By utilizing the services of Farr West Engineering, we expect the remaining 2100 plus assets can be completed and cataloged within 7 months.



Analysis:

The Asset Management program when completed will allow TMWRF to more easily budget and plan for asset replacement. The Asset Management program has built in reports such as “assets nearing end of life” which will allow for yearly asset replacement budgets to be developed for TMWRF. Another benefit of the asset identification is that it allows plant staff to more easily identify plant assets when preparing work orders and performing plant PM maintenance.  



Alternatives:

        1. City Council could approve the purchase as presented by staff.

        2. The City Council could reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the contract with Farr West Engineering to provide engineering support for the asset management project at the Truckee Meadows Water Reclamation Facility (TMWRF) in an amount not to exceed $191,700.
