Staff is requesting that the City Council ratify a contract with Titan Electrical for the Emergency Fiber Optic Replacement in the amount of $58,125. The City Manager authorized the work and executed the contract under consideration due to the immediate public safety concern of the potential break in communications to Muni-Court and Fire Station #1.
Background:
Under Sparks Municipal Code Section 2.25.130 (Emergency Procurements), “Emergency” is defined to include circumstances that “may lead to impairment of the health, safety or welfare of the public if not immediately attended to.” The same section allows the City’s authorized representative, including the Chief administrative officer to execute contracts to immediately address the emergency situation. The code then requires that the action be reported to the City Council at its next regularly scheduled meeting for ratification. That is the purpose of this item.
The fiber optic communication line from City Hall to Muni-Court and to Fire Station #1 is more than 30 years old and has been failing in numerous places. The fiber line from Muni-Court to a traffic cabinet on Victorian and 14th Street is also in need of replacement which allows access to a portion of the Traffic signal network. The new line will fit next to our existing cable so that Muni-Court and Fire Station #1 will not have to be disconnected while the new cable is installed and new “end” connections are setup at Muni-Court, Fire Station #1, and City Hall. Although placing the new line next to the existing line will minimize down time, interruptions to service will be required as final connections are made and all locations are transferred to the new cable. The fiber has been ordered and will be delivered as soon as possible.
Analysis:
A potential break in communications that could be a threat to public safety meets the definition of an emergency as described in the Sparks Municipal Code, Section 2.25.130 (Emergency Procurements). The contract value is also below any formal bidding threshold defined in NRS.
Three quotes were requested and received on July 27, 2018. Staff has reviewed the quotes, found no irregularities, and recommended award of the quote submitted by Titan Electrical Contracting, in the amount of $58,1215, which includes a force account of $5,000 to correct unforeseen conditions, if required. A quote recap is provided below for Council’s review.
