Agenda Item Brief:

The Sparks Legislative Team recommends approval of 2018-2019 membership dues for the NLCM.  Membership to the NLCM supports the City in fulfilling its adopted state legislative platform.  The advocacy on behalf of the League, along with sharing of information, is a benefit and important component in monitoring and advocating for or against applicable legislation.  By speaking in a unified voice, Nevada Cities are more effective in achieving a positive legislative outcome.  Additionally, The NLCM offers a number of learning opportunities to interact with other elected officials throughout the state.  Wes Henderson and the NLCM organization has been a strong partner with the City of Sparks on legislative affairs

Background:

The original goals and objectives of the first League were adopted by the Nevada Municipal Association in 1959, and remain true today:

”To foster periodical conferences of city officials; disseminate knowledge of municipal affairs and government; to circulate publications on municipal affairs; to secure harmony of action among cities; and to render technical information and other services to the cities.”

In 1995, the League By-Laws were amended to include membership from affiliates such as unincorporated towns, general improvement districts, and other municipalities. At the 38th Annual Conference in West Wendover August 16, 1997, the general membership adopted the name, “NEVADA LEAGUE OF CITIES AND MUNICIPALITIES” to incorporate League representation of affiliate members.

The League will be hiring a lobbyist to help Wes Henderson and all of the cities to better stay abreast of what is occurring in Carson City during the upcoming 80th Legislative session.

2018 Annual Conference

Nevada League of Cities & Municipalities 2018 Annual Conference will be held on September 13-15, 2018 in Winnemucca.

Analysis:

Alternatives:

The City Council could decide not to approve the annual dues to the NLCM

Recommended Motion:

I move to approve payment of the 2018-2019 dues for the Nevada League of Cities & Municipalities in the amount of $21,135.61.
