Recommendation: Staff recommends Council approve the construction contract with Mt. Rose Heating and Air, in the amount of $610,000.
Financial Impact: This project will utilize budget of $230,000 from Project 17-1009 (Currently $315,000 available); $355,000 from 17-1601 (Currently $355,000 available); and 25,000 from 18-1094 (Currently $117,300 available) for a total budget of $610,000 available for this project.

Agenda Item Brief:

This project includes the installation of a dehumidifier, ductwork, and all required electrical to reduce humidity and improve comfort levels within the pool area.  This will protect the structural integrity of the pool area and work in conjunction with previous renovations to ensure moisture conditions are minimized.  Staff recommends approval of the construction contract.



Background:

Alf Sorensen Community Center was constructed in 1981 with several remodels completed in the building since original construction.  The original building plans followed design standards common at the time of construction; however, experience nationwide has shown that temperature control and ventilation of a natatorium (pool area) requires a more robust ventilation system than was originally provided.  The high humidity levels in the natatorium and lack of ventilation caused extensive corrosion and deterioration of the ceiling materials and the roof system after 30 years of inadequate ventilation. 

In 2014 major renovations to the pool area were performed to provide adequate ceiling ventilation.  Replacement of roof structural members, roof material, ceiling, and windows along with adding exterior insulation under the roof material were completed.  To complement and ensure structural integrity remains within the structure it was also recommended to install a dehumidification system.  Funding was not available at the time because of the large scope of work required to replace the ceiling and roof structure.

In fiscal year 2017 funding was approved by Council to install a dehumidifier that would properly ventilate the pool area and ensure the structural integrity of the building and improve comfort levels for users of the pool.  The project was bid in May of 2018 as a result of a longer design process to ensure the proper unit was used and would fit within the size constraints of the mechanical area of the building.  Timing of construction also came into play which is best suited for a fall/winter time frame.  With the size constraints of the building the unit ultimately had to be placed outside the north end of the building, which allows for a package unit instead of a custom unit.  The outside installation also provides for easier access for maintenance.  As a result of this scope change and increased construction costs over the last two years, the recommended low bid is 4.3% over the original budget.  Budget is available to cover the additional cost by utilizing the budget approved in FY17 and FY18.   

This pool is extensively used by the entire community and with the installation of a dehumidifier will ensure the facility will be safe, comfortable, and available to users for many years into the future. 



Analysis:

The scope of the project provides for the labor and materials required to install a dehumidifier on the north side of Alf Sorensen along with all electrical, ducts, piping, and pumps.  The site work and the control system will be informally quoted separately by City staff. 

The project was advertised in the Reno Gazette Journal on May 2, 2018 and digital copies were distributed to local plan rooms.  Two (2) bids were opened at City Hall on May 23, 2018.  Staff has reviewed the bids, found no irregularities, and recommends award to the base bid submitted by Mt. Rose Heating and Air, in the amount of $610,000, which includes a force account of $15,000 to correct unforeseen conditions, if required.  A bid recap is provided below for Council’s review.

I move to approve the construction contract for the Alf Sorensen Dehumidifier Project in the amount of $610,000 to Mt. Rose Heating and Air.
