Title: Consideration, discussion and possible approval of a professional services contract (AC-5480) with West Coast Code Consultants, Inc. in an amount not to exceed $700,000 for building permit plan review and inspection services for fiscal year 2019.

Financial Impact: No General Fund impact. The City’s adopted budget for fiscal year 2019 includes, in Fund 2201 (Development Services Enterprise Fund), $730,000 for building inspection contract labor and $700,000 in plan check professional services.

Agenda Item Brief:

To provide timely building permit and inspection services to the development community, the Building division has used third-party plan checking and inspection services to supplement City staff.  West Coast Code Consultants, Inc. currently provides these services to the City. The proposed contract would provide for the Building division’s continued use of their services through June 30, 2019 by authorizing the expenditure of up to $600,000 for plan review services and up to $100,000 for inspection services from the Development Services Enterprise Fund.



Background:

As the region’s economy has improved, the Building division of the Community Services Department has experienced a steady increase in the number of applications for building permits.  To provide timely building permit and inspection services to the development community, the Building division has used third-party plan checking and inspection services to supplement City staff. West Coast Code Consultants, Inc. (WC3) is one of the firms that currently provides these services to the City. The Building division has also relied on third-party plans reviewers, especially WC3, to assist City staff with the review of the relatively more complex plans (e.g., the apartment complexes adjacent to the Sparks Marina and at Victorian Square, the middle school in Kiley Ranch North).



Analysis:

WC3 submitted letter proposals dated May 4, 2018 to continue providing the City of Sparks with building permit plan review and inspection services. Staff have reviewed the proposals and finds the terms acceptable. The proposed contract would extend the Building division’s use of WC3’s services through June 30, 2019 by authorizing the expenditure of up to $600,000 for plan review services and up to $100,000 for inspection services from the Development Services Enterprise Fund. If Council approves the contract, WC3’s services would be used on an as-needed basis.



Alternatives:

1. The City Council could approve the contract.

2. The City Council could reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve a professional services contract with West Coast Code Consultants, Inc. in an amount not to exceed $700,000 for building permit plan review and inspection services for fiscal year 2019.
