Financial Impact: No General Fund impact. The City’s adopted budget for fiscal year 2019 includes, in Fund 2201 (Development Services Enterprise Fund), $700,000 for plan check professional services.

Agenda Item Brief:

To provide timely building permit inspection services to the development community, the Building division contracts for plan review services to supplement City staff. Charles Abbott Associates, Inc. currently provides these services to the City. The proposed contract would provide for the Building division’s continued use of their services through June 30, 2019 by authorizing the expenditure of up to $100,000 from the Development Services Enterprise Fund.

Background:

As the region’s economy has improved, the Building division of the Community Services Department has experienced a steady increase in the number of applications for building permits. To provide timely plan review services to the development community, the Building division has contracted for third-party plan checking to supplement City staff. Charles Abbott Associates, Inc. (CAA) is one of the firms currently providing the City these services.

Analysis:

CAA submitted a letter proposal dated May 11, 2018 to continue providing the City of Sparks with building permit plan review services. Staff has reviewed the proposal and finds the terms acceptable. The proposed contract would extend the Building division’s use of CAA’s services through June 30, 2019 by authorizing the expenditure of up to $100,000 from the Development Services Enterprise Fund. If Council approves the contract, CAA’s services would be used on an as-needed basis.

Alternatives:

1. The City Council could approve the contract as outlined by staff.

2. The City Council could reject the contract and provide direction to the City Manager.

Recommended Motion:

I move to approve a professional services contract with Charles Abbott Associates, Inc. in an amount not to exceed $100,000 for building permit plan review services for fiscal year 2019.
