Agenda Item Brief:

The cameras have not been updated since the system was installed in the Victorian Square Theater Parking Garage in the early 2000’s. This project for the installation of a new camera security system includes removal of existing cameras, new cameras, data storage, and the ability to view the recording in real time.

Background:

With all the redevelopment occurring throughout downtown Victorian Square, the City Council has approved $750,000 in Redevelopment Area 1 funds to make improvements to the parking garage adjacent to the theater. Refer to the attached location map. The Victorian Square Parking Structure was built in 1996, more than 20 years ago. The existing security camera system software and camera technology installed in the early 2000’s is not serviceable and is outdated compared to the advanced technology on the market today. The new security camera system will improve the clarity of the video surveillance recordings, provide additional storage, and allow the City the opportunity to access the recordings in real time. This system will provide surveillance to deter crime and vandalism within the garage and increase public safety. The recordings and real-time event viewing will assist authorities in reacting, preventing, and prosecuting crimes.

Analysis:

The camera system replacement project was solicited to three (3) security camera Contractors with two (2) quotes received at City Hall on March 9, 2018, by 10:00 am as required by the informal quote package provided to each Contractor. Staff has reviewed the two responsive quotes, found no irregularities, and recommends award to the low quote submitted by PowerComm Solutions, Inc., in the amount of $70,631.64, which includes a force account of $1,500. The contract for the project is attached for reference. A quote recap is provided below for Council’s review.

PowerComm Solutions, Inc.                                                                                                         $70,631.64

RFI Enterprises, Inc.                                                                                                                     $94,819.00

Stanley Security                                                                                                 Did not submit a quote by required time.

Alternatives:
  1. City Council could approve the contract as outlined by Staff.
  2. City Council could reject the contract and provide direction to the City Manager.

Recommended Motion:

I move to approve the construction contract to PowerComm Solutions, Inc for the Theater Parking Garage Security Camera System Replacement Project in the amount of $70,631.64.
