Title: Consideration, discussion and possible approval of an Inspection and Testing Services contract (AC-5461) to Black Eagle Consulting, Inc. for the La Posada Roundabout and Road Improvements in the amount of $145,184.

Recommendation: Council approve the contract.
Financial Impact: $145,184 will be drawn from the 2201 Enterprise Fund. This fund will be augmented to accommodate this additional funding requirement by the end of the current fiscal year.

Agenda Item Brief:

The La Posada Roundabout and Road Improvements are being performed as part of the Stonebrook Subdivision located off La Posada Drive. The improvements will change the section of La Posada Drive between Omni Drive to Rockwell Blvd from two lanes to four lanes and include a new roundabout at the intersection of Omni/Stonebrook and La Posada. These improvements will accommodate the anticipated growth of over 2,100 single-family residential homes in the Stonebrook Subdivision.  Current City inspection staff includes three full-time inspectors with one additional position waiting to be backfilled due to the anticipated retirement of an inspector within the next four to six months. City inspection staff anticipated workload is very heavy due to eight subdivisions currently under construction, the City Annual Street Cut Patch Project and four roadway rehabilitation projects slated to be constructed this summer. The approval of the Black Eagle Consulting, Inc. contract will ensure the improvements on La Posada Drive are properly coordinated, inspected and tested during all phases of the project. The cost of the contract will be covered by inspections fees paid by the Developer.

 



Background:

La Posada Drive between Omni Drive and Rockwell Blvd is currently a two-lane arterial road that sits on the boundary of the City of Sparks and Washoe County. This roadway is the main east/west connector for the Spanish Springs/Cimarron area to the Pyramid Highway. The Stonebrook Subdivision is currently under construction with phases A1, B1 and D1. When completed, the anticipated increase in single-family homes will be over 2,100. The improvements on La Posada Drive will increase the current roadway from two lanes to four lanes and will include a walking path that will connect the existing sidewalk at Rockwell Blvd to the existing path from Cordoba Blvd on the south side. The improvements will also include a new roundabout at the intersection of Omni/Stonebrook and La Posada. Analysis:

The proposed contract from Black Eagle Consulting, Inc. is for the full-time inspection and testing of the La Posada Roundabout and Road Improvements project. Current City inspection staff includes three full-time inspectors with one additional position waiting to be backfilled due to the anticipated retirement of an inspector within the next four to six months. City inspection staff anticipated workload is very heavy due to eight subdivisions currently under construction, the City Annual Street Cut Patch Project and four roadway rehabilitation projects slated to be constructed this summer. The approval of the Black Eagle Consulting, Inc. contract will ensure the improvements on La Posada Drive are properly coordinated, inspected and tested during all phases of the project. Inspection and material testing ensure the project is completed to the standards specified and approved by the City. This project is anticipated to begin sometime in April 2018 and is expected to be completed within four months. The cost of the contract will be covered by inspections fees paid by the Developer.

Alternatives:
  1. City Council could approve the contract as outlined by Staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the Inspection and Testing contract to Black Eagle Consulting, Inc. for the La Posada Drive Roundabout and Road Improvements in the amount of $145,184.
