Consideration and possible award of an Interlocal Agreement with the University of Nevada, Reno in support of the Nevada Water Innovation Campus in the amount of $75,000. The City will make $25,000 annual payments over a three-year period.
Background:
The Northern Nevada region is experiencing economic growth and expansion, placing a strain on all aspects of water resources in the Truckee Meadows. Sustainable water strategies, thoughtfully planned infrastructure, and water sector leadership are vitally important.
The Nevada Water Innovation Campus (NWIC) is the outcome of a shared vision by the University of Nevada, Reno (UNR), City of Sparks, City of Reno, Washoe County, Truckee Meadows Water Authority, Nevada Department of Transportation, and the Northern Nevada Water Planning Commission / Western Regional Water Commission. NWIC will be intellectually and administratively located at UNR, with objectives including:
- Develop innovative water management systems and practices
- Build partnerships with UNR, local agencies, and industry
- Demonstrate national leadership in water innovation
- Enhance community awareness and consumer understanding of water issues and practices
- Educate and prepare the next generation of water professionals
- Create a local water research hub of activity
Analysis:
The Interlocal Agreement requires a $25,000 annual commitment over three (3) years, for a total cost of $75,000. In exchange, each participating agency shall provide two (2) technical representatives to an advisory group which will provide recommendations to the NWIC.
Alternatives:
- City Council could approve the Interlocal Agreement as outlined by Staff.
- City Council could reject the Interlocal Agreement and provide direction to the City Manager.
Recommended Motion:
I move to approve the Interlocal Agreement with the University of Nevada, Reno in support of the operation and maintenance of the Nevada Water Innovation Campus in the amount of $25,000 for fiscal year 2017/2018, $25,000 for fiscal year 2018/2019, and $25,000 for fiscal year 2019/2020, for a total not to exceed $75,000.
