Agenda Item Brief:

The 2018 Street Rehabilitation – Unit 1 contract is for removal and replacement, as needed, of rundown curb & gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on identified streets outlined in the 5-year Program of Projects. Refer to the attached Vicinity Map for street locations.  



Background:

The 2018 Street Rehabilitation –Unit 1 Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5-year Program of Projects.



Analysis:

The project scope identifies the need to remove and replace as needed rundown curb & gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY18 Unit 1 Roadway Rehabilitation Vicinity Map. 

The City of Sparks received five (5) qualified bids for this project. Bids were received February 14, 2018, at 1:45 pm and opened at 2:00 pm.

A bid summary of the qualified bidders is shown below:

                West Coast Paving Inc.                $1,357,277

                Sierra Nevada Construction         $1,388,007

                Spanish Springs Construction      $1,391,444

                Granite Construction                   $1,585,585

                Q&D Construction                       $1,680,181.30

The contract for the project is attached.



Alternatives:
  1. City Council could award the contract as outlined by Staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to award the 2018 Street Rehabilitation – Unit 1 contract, Bid No. 17/18-013, PWP-WA-2018-074 to West Coast Paving, Inc. in an amount not to exceed $1,357,277.
