The City of Sparks partners with the City of Reno and Washoe County, through the Transitional Governing Board (TGB), have oversight of the Volunteers of America (VOA) contract providing shelter and services at the Community Assistance Center (CAC) on Record Street in Reno.
Homelessness continues to be a focus for the local elected officials of the region and the policy focus has grown beyond the CAC and VOA as a service provider. The TGB has determined a different view of homelessness is needed by establishing a Community Homelessness Advisory Board (CHAB).
For the elected officials to work as the CHAB, a new working group will need to be established and the prior TGB can be dissolved. Creation of the CHAB requires the City of Sparks, City of Reno, and Washoe County to approve a new Resolution creating the Community Homelessness Advisory Board and to appoint members—six regular members (two each from Sparks, Reno and Washoe County) and three alternates (one each from Sparks, Reno, and Washoe County).
Background:
In 2011, the Reno-Washoe Shared Services Elected Officials Committee approved the creation of the Transitional Governing Board (TGB) to provide oversight and resource management for the operation of the Community Assistance Center (CAC). The Interlocal Cooperative Agreement is made up of representatives from Washoe County, the City of Sparks, and the City of Reno. In January 2018, the TGB approved the expansion of their role to serve as the regional leader in issues relating to homelessness.
Analysis:
The new Community Homelessness Advisory Board (CHAB) will review and provide recommendations on regional homelessness issues; the CHAB will receive regular updates from the Leadership Committee of the Washoe County Continuum of Care and will provide recommendations to the Leadership Committee of the Washoe County Continuum of Care on homelessness matters including funding, community-wide homeless strategies, and other issues deemed pertinent by the CHAB.
The CHAB shall consist of six members of which two members will be appointed by each of the governing boards (Reno, Sparks, and Washoe County) and one appointed alternate from each jurisdiction.
Alternatives:
- The Council may approve the Resolution to establish the Community Homelessness Advisory Board as presented by staff.
- The Council may not approve the Resolution to establish the Community Homelessness Advisory Board as presented by staff.
- The Council may not approve the Resolution to establish the Community Homelessness Advisory Board as presented by staff and provide other directions to the City Manager.
Recommended Motion:
I move to approve Resolution No. 3330 to establish the Community Homelessness Advisory Board.
