Title: Presentation, discussion and possible approval to appoint two voting and one alternate voting member of the Sparks City Council and/or Mayor to the Community Homelessness Advisory Board (CHAB) for a term to be determined at the discretion of the Sparks City Council from the following pool of applicants, listed in alphabetical order: Donald Abbott, Charlene Bybee, Kristopher Dahir, Ed Lawson, Geno Martini, Ron Smith.

Agenda Item Brief:

After the Sparks City Council approves to establish the Community Homelessness Advisory Board (CHAB), the Council will need to appoint regular and alternate members to the new board. Additionally, the Council will need to determine the length of the term for each appointed member. The members of the Council and Mayor are eligible for appointment.



Background:

The Transitional Governing Board (TGB) convened on January 30, 2018, as represented by Washoe County and the Cities of Reno and Sparks, to discuss establishing a Community Homelessness Advisory Board (CHAB) to replace the existing TGB.  Established in 2011, the TGB’s purpose was to provide governing oversight by the three jurisdictions of the operator for the Community Assistance Center. The need around homeless issues in our region has expanded and as a result, the CHAB is intended to serve as the leading entity and to provide recommendations and coordination regionally regarding homelessness.



Analysis:

Based on the approval of the Sparks City Council to establish a Community Homelessness Advisory Board, the CHAB will consist of two voting and one alternate members appointed by each jurisdiction and the term of service for members shall be determined at the discretion of the appointing governing body.



Alternatives:
  1. The Council may appoint the members and alternate to the Community Homelessness Advisory Board and determine the term of the appointments.                               
  2. The Council may not appoint the members and alternate to the Community Homelessness Advisory Board and determine the term of the appointments.
  3. The Council may not appoint the members and alternate to the Community Homelessness Advisory Board and determine the term of the appointments and provide other directions to the City Manager.


Recommended Motion:
