This project consists of the installation of two lighted “Sparks” monument signs. One will be located at Golden Eagle Regional Park at the main softball pinwheel complex, and the other one will be located at the Sparks Marina Peninsula. The total project cost of $93,690 includes all design, permits, fabrication, electrical, and installation of the signs. Staff recommends approval.
Background:
In 2016 the RSCVA granted the City of Sparks $90,000, to install two “Sparks” monument signs to promote the City’s brand. The RSCVA approval was granted on March 23, 2017, and is attached for your review. The remaining $3,690 will be paid using the Annual Citywide Facility Improvements Program and will not affect any projects approved in the CIP. The entire cost of the project will initially be paid by the City. Upon project completion, the RSCVA will reimburse the City $90,000.
One sign will be located at Golden Eagle Regional Park and the other at the Sparks Marina Peninsula. Installation includes all design, permits, fabrication, electrical, and installation of the signs. These signs will provide a backdrop during special events that will promote the City of Sparks. In addition, Golden Eagle Regional Park is leased from the Bureau of Land Management (BLM), which requires approval from the BLM. The approval letter is also attached to this agenda.
Analysis:
A request for proposal (RFP) was advertised on July 12, 2017, and the RFP’s were received on August 1, 2017. Two respondents submitted proposals. One was from Paul Fenkell, and the other was from Yesco. A committee was established to review the proposals that consisted of two members from outside the City of Sparks and three from within the City of Sparks. After the proposals were reviewed and rated it was determined that YESCO would provide a product that fits what the City was looking for to advertise its brand. Alternatives:
- City Council could approve the contract as outlined by Staff.
- City Council could reject the contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the construction contract for the installation of new monument signs at the Sparks Marina and Golden Eagle Regional Park, RFP No. 17/18-005, in the amount of $93,690 to YESCO of which Sparks’ share will be $3,690 as $90,000 will be reimbursed by the RSCVA.
