The permanent patch program requires a contractor to permanently patch city-owned streets and alleys that have been cut by permit holders. The program is funded solely through permit fees.
Background:
The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city-owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permanent Patch Program is self-funded, and all costs associated with the program are paid for by permit fees.
Analysis:
The City of Sparks received five (5) qualified bids for this project, which were received January 24, 2018, at 1:45 p.m. and opened on January 24, 2018, at 2:00 p.m. The Engineers Estimate for the project was $171,625. Refer to the attached bid recap.
A bid summary of the qualified bidders is shown below:

- West Coast Paving $263,595
Alternatives:
- City Council could award the contract as outlined by Staff.
- City Council could reject all bids associated with the solicitation documents and provide direction to the City Manager.
Recommended Motion:
I move to award the 2018 Permanent Patch contract, Bid No. 17/18-012, to Sierra Nevada Construction, Inc. in the amount of $176,007.
