Recommendation: Staff recommends City Council approve Sparks’ share of the consultant agreement between the City of Reno and HDR Engineering, Inc., for construction management services for the RAS Pumping Improvements – System 1 Project.
Financial Impact: There is no impact to the General Fund. This project is in the JCC approved Capital Improvement Program for FY 18.

Agenda Item Brief:

TMWRF staff is asking the City Council to approve reimbursement to the City of Reno for Sparks’ share of a consultant agreement between Reno and HDR Engineering Inc. for the RAS Pumping Improvements – System 1 Project in an amount not to exceed $93,137.22 (Sparks’ Share). 



Background:

One of the key treatment processes at TMWRF consists of providing the correct balance of nutrients, air and microorganisms in a mixed-liquor aeration basin to properly treat the raw sewage.  The control of this process requires the ability to accurately set the pumping rates from the secondary clarifiers back to the aeration basin.  The existing pump station is at the end of its service life and is undersized for the current plant operation.  The rehabilitation of these pumps is in the approved TWMRF CIP.



Analysis:

This consultant agreement will provide construction management services during project construction that includes construction management, engineering services during construction, inspection, testing, startup assistance and O&M documentation.  HDR was selected from the City of Reno’s approved list of engineering consultants.

The City of Reno will administer the agreement and will be reimbursed for a portion of the costs by the City of Sparks through the current cost sharing agreement for TMWRF operation and maintenance.  The City of Reno and the City of Sparks share the cost of this project pro rata based on plant ownership, currently 31.37% for Sparks and 68.63% for Reno.  This project is included in the TMWRF Capital Improvement Plan that was approved by the Joint Coordinating Committee (JCC).  



Alternatives:

Council could direct the manager to have staff provide other alternatives.



Recommended Motion:

I move to approve reimbursement to the City of Reno for Spark’s share of a consulting agreement for construction management services with HDR Engineering, Inc. for the TMWRF RAS Pumping Improvements – System 1 Project in an amount not to exceed $93,137.22
