Agenda Item Brief:

TMWRF staff is asking the City Council to approve reimbursement to the City of Reno for Sparks’ share of a contract between Reno and KG Walters Construction Co, Inc. for the RAS Pumping Improvements – System 1 Project in an amount not to exceed $792,406.20 (Sparks’ Share).

Background:

One of the key treatment processes at TMWRF consists of providing the correct balance of nutrients, air and microorganisms in a mixed-liquor aeration basin to properly treat the raw sewage.  The control of this process requires the ability to accurately set the pumping rates from the secondary clarifiers back to the aeration basin.  The existing pump station is at the end of its service life and is undersized for the current plant operation.  The rehabilitation of these pumps is in the approved TMWRF CIP.

Analysis:

The City of Reno held an open, competitive bid for the project on September 27, 2017.  KG Walters Construction Inc., was the lowest responsible bidder.  The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF.  The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Reno’s share is up to $1,733,593.80 and Sparks share is up to $792,406.20.

Alternatives:

Council could direct the manager to have staff provide other alternatives.

Recommended Motion:

I move to approve the reimbursement to the City of Reno for the Sparks’ share of the RAS Pumping Improvements – System 1 Project at TMWRF in an amount not to exceed $792,406.20.
