Agenda Item Brief:

City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of up to $567,508.96 for its share of a construction contract for the TMWRF Various Buildings HVAC Replacement Project.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) is jointly owned by the Cities of Reno and Sparks. The City of Reno oversees the Capital Improvement Program for TMWRF, while the City of Sparks manages operations.  The TMWRF Joint Coordinating Committee (JCC) has approved the TMWRF five-year capital improvement plan that includes this project and allocated sufficient funding for this project in the capital improvement plan.

This project will replace aged HVAC facilities for six existing buildings at the plant: Chemical Building #1, Digester #4 Control Building, Electrical Building, Methanol Building, Filter Building, and Primary Sludge Screening Building.  Some equipment is part of the buildings original construction, and is at the end of its reliable and useful lifespan.  Aging and failing HVAC equipment is expensive to maintain and unreliable.  The previously completed evaluation of TMWRF’s HVAC system, performed by CR Engineering, noted the possibility of treatment process equipment failures due to improper ventilation, temperature, humidity, water damage, and corrosive gases.  A risk ranking of HVAC facilities throughout the facility was developed that incorporated equipment condition and criticality.  Based on the risk ranking list, project phases previously completed, and available budget, the proposed improvements were the highest priority facilities in the queue to be rehabilitated.  Replacement of these systems will result in more efficient operation, will improve safety and working conditions for plant employees, and help reliably maintain facility operations.



Analysis:

The City of Reno held an open, competitive bid on May 11, 2017.   Bids were opened on May 11, 2017 with Applied Mechanical Inc. being the lowest responsive bidder.   The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the Base Bid and Additive Alternates A, B, & C.  The City of Reno will manage the project and be reimbursed by the City of Sparks based on the current ownership of the treatment plant.  With a total bid of $1,809,080.00, the City of Sparks’ share of this project will be $567,508.96.



Alternatives:

Council could direct the City Manager to provide other alternatives.



Recommended Motion:

 I move that City Council award the approval of reimbursement to the City of Reno for Sparks’ share of the Various Buildings HVAC replacement project in an amount not to exceed of $567,508.96.
