Title: Consideration and possible approval of a reimbursement to the City of Reno in the amount of $161,226.11 for Sparks’ share of a contract with KG Walters Construction for the 2017 Clarifier Rehabilitation Project at the Truckee Meadows Water Reclamation Facility (TMWRF).

Financial Impact: There is no impact to the General Fund. This project is in the JCC approved Capital Improvement Program for FY 18.

Agenda Item Brief:

TMWRF staff is asking the City Council to approve reimbursement to the City of Reno for the Sparks’ share of a contract between Reno and KG Walters Construction Inc, for the TMWRF 1A Primary Clarifier Rehabilitation Project, in an amount not to exceed $161,226.11.



Background:

TMWRF utilizes 14 primary and secondary clarifiers in the wastewater treatment process.  These clarifiers are concrete tanks with steel mechanical rotating mechanisms and they range from 16 to 50 years old.  Over years of continuous operation, the concrete tank structures and mechanical equipment require repairs and rehabilitation.  Annual repair and rehabilitation of the clarifier basins is in included in the Joint Coordinating Committee approved TMWRF Capital Improvement Program.  Primary Clarifier 1A was selected as the highest priority for rehabilitation in 2017.

The rehabilitation activities consist of repair of expansion joints, replacement of the steel roller wear ring, providing minor repairs to the grout beds, concrete walls and some portions of the steel hardware.  This work is considered necessary to prevent further deterioration of aging concrete structural components, which if not addressed could result in the need to replace the structure.



Analysis:

The City of Reno held an open, competitive bid to select the proposed contractor.  KG Walters Construction, Inc. was the lowest responsible bidder with a total project bid of $513,950.  Reno will continue to administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF.  The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Sparks’ share of this agreement is $161,226.11.



Alternatives:
  1. The City Council could approve the reimbursement as submitted.
  2. The City Council could deny the reimbursement and provide direction to the City Manager.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for the Sparks’ share of the construction of the 2017 Clarifier Rehabilitation Project in an amount not to exceed $161,226.11.
