Title: Consideration and possible approval of $470,000 for contracted laborers for Parks and Street Maintenance, Community Service crew during FY18.

Recommendation: Staff recommends City Council approve an expenditure of up to $470,000 for contracted laborers to support the city services described above in FY18.
Financial Impact: $130,000 in Streets maintenance. $340,000 in Parks maintenance both from the General Fund for contract labor help and is currently included in the FY18 Budget that was approved by City Council on May 22rd, 2017.

Agenda Item Brief:

Staff is requesting the City Council approve an expenditure of up to $470,000 for contracted laborers to support Park Maintenance and Street Maintenance for FY18.



Background:

FY18 will be the fifth full season that Public Works will utilize contracted workers from temporary agencies to support Parks Maintenance and Street Maintenance with the following tasks: trash pick-up, restroom cleaning, mowing, weed control, Community Service crew, crack sealing, street patching, filling pot holes and cleaning alleys.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115 and using the State of Nevada RFP/ Contract number 2029/14026. Specifically, the City will be using a contract for temporary employees issued by the State of Nevada.  The State’s bid represented high quality temporary employees and the City can join this contract and leverage those higher volumes to our benefit.

The Community Services Department plans to utilize the $470,000 to supplement Parks and Street Maintenance in the following amounts:

  1. $340,000 for Parks Maintenance. This provides for six (6) year-round contracted laborer positions performing the following tasks:
  • 1 laborer to operate a trash truck;
  • 1 laborer to run the Community Services van;
  • 1 laborer for full time weed abatement;
  • 2 laborers to help with irrigation in the summer; weed spraying and tree trimming in the winter.
  • 1 laborer assigned to a garbage truck while working with the Sheriff’s work crew.

      Eight additional seasonal contracted laborer positions during the summer to perform the following tasks:

  • 5 laborers assigned to the mow crew;
  • 1 laborer to operate an additional trash truck;
  • 1 laborer to cover the days off for the laborer assigned to the trash truck;
  • 1 laborer to help with downtown cleaning, canopy cleaning and weeds.
  1. $130,000 for Street Maintenance. This provides for four (4) year-round contracted laborer positions performing the following task:
  • crack sealing, street patching, fill potholes and cleaning alleys.


Alternatives:
  1. City Council could approve the use of contracted laborers as outlined by staff.
  2. City Council could reject the use of contracted laborers and provide direction to the City Manager.


Recommended Motion:

I move to approve the use of contracted laborers in the amount of $470,000 during FY18.
