Title: Consideration and possible acceptance of a 2016 Department of Homeland Security Assistance to Firefighters Grant (AFG) (AC-5378) in the amount of $117,148 to purchase four 12-lead defibrillators to support the fire department's Paramedic program.

Recommendation: That Council approve acceptance of 2016 AFG #EMW-2016-FO-03915 for the purchase of four (4) defibrillators and related equipment.
Financial Impact: Approval of the motion will obligate the City to $10,649 in matching funds.

Agenda Item Brief:

Section 7 of Resolution 3234 requires grant awards of $5,000 or more be presented to the City Council by the benefitting department as a general business or consent item at the time such grant is awarded.

This Agenda Item complies with Section 7 of Resolution 3234.

The total amount of the grant is $117,148 which includes a 10% city match of $10,649. 



Background:

On November 17, 2016, the Sparks Fire Department applied for a Department of Homeland Security Assistance to Firefighters Grant (AFG) to purchase four (4) 12-lead defibrillators to support the department's Paramedic program. These units will replace four (4) aging defibrillators that do not have the capabilities needed to provide the advanced cardiac monitoring necessary under the department's paramedic protocols.  The amount requested under the grant was $117,148.

On May 26, 2017, the Fire Department was notified the grant request had been approved.  Under the terms of the grant, the federal government will provide $106,499 and the department will contribute matching funds in the amount of $10,649 for a total of $117,148.  All funds must be expended by May 18, 2018.



Analysis:

Acceptance of the grant is critical to replace aging defibrillators that are inadequate for paramedic level EMS care.  New 12-lead monitors and related equipment will run approximately $29,250 per unit, funds that the department would be forced to take from other needed programs in order to purchase the units. By accepting the grant, the department will be able to replace four existing units with state-of-the-art monitors capable of providing advanced cardiac monitoring. These four monitors will also allow the Department to open another paramedic station in 2018.  



Alternatives:

The City Council can choose to accept the 2016 AFG for defibrillators.

The City Council can choose not to accept the 2016 AFG for defibrillators. 



Recommended Motion:

I move to accept the 2016 Assistance to Firefighters Grant in the amount of $117,148, which includes $106,499 in federal funds and $10,649 in city funds.
