Staff is asking the City Council to approve reimbursement to the City of Reno of up to $107,442.25 for its share of the Foam Control project at TMWRF by KG Walters Inc.
Background:
The TMWRF outfall foam control system minimizes the amount of foam from the treatment plant outfall in Steamboat Creek and the Truckee River. Visible foam in Steamboat Creek downstream of the foam control system is prohibited by the TMWRF discharge permit. Stantec, Inc. was retained to design the necessary improvements to the system to meet the discharge standard. This project is part of the JCC approved TMWRF FY17 Capital Improvement Program.
Analysis:
The City of Reno held an open-competitive bid for the proposed work. Bids were opened on February 23, 2017. The lowest responsive and responsible bidder was K.G. Walters Construction Co., Inc. in the amount of $342,500.00.
The City of Reno engineering staff will administer the contract. Cost for the work will be shared pro-rata based on the current ownership of TMWRF (Sparks 31.37% - Reno 68.63%). Based on this ratio, the City of Sparks' share will be $107,442.25.

Recommended Motion:
I move to approve reimbursement to the City of Reno in the amount of $107,442.25 for Sparks’ share of a contract between the City of Reno and KG Walters Construction for the construction of the Foam Control Project at the Truckee Meadows Water Reclamation Facility (TMWRF).
