City staff is asking the City Council to approve the Consultant Agreement for construction management services with HDR Engineering, Inc. for the Truckee Meadows Water Reclamation Facility (TMWRF) Nitrification Tower Control Valve Replacement Phase 2 Project
Background:
The control valves for the Nitrification Tower Filters (NTFs) are necessary to allow for routine treatment of snails as well as for operational flexibility when it is necessary to remove a tower from service for maintenance. The current valves have been in service since 1985 and are at the end of their service life. This proposed work is the second and final phase of the valve replacement project.
This consultant agreement will assist staff by providing construction management services during the construction period. This scope includes review of contractor submittals, responding to requests for information and field change clarifications, assistance in the preparation and review of change orders, preparing and processing payment applications, and conducting regularly scheduled project coordination meetings, on-site meetings and field visits.
Analysis:
HDR Engineering was the design engineer for both Phase I and Phase II of the valve replacement project. HDR is qualified to provide the proposed services and utilizing the design engineer provides historical knowledge and continuity to help facilitate the construction of the proposed improvements. The proposal for the work from HDR Engineering is reasonable in scope and cost.
The City of Reno engineering staff will administer the contract. Cost will be apportioned pro-rata based on TMWRF ownership interest, currently City of Sparks - 31.37%, City of Reno 68.63%. Based on this ratio, the City of Sparks' share of the proposed agreement is $77,389.79.
