Recommendation: Staff recommends City Council approve the reimbursement Sparks’ share the contract between the City of Reno and KG Walters Inc. for the Nitrification Tower Control Valve Replacement Phase II project at TMWRF.
Financial Impact: There is no impact to the General Fund. This project was included in the TMWRF FY 17 capital improvement program, approved by the JCC on March 2, 2016

Agenda Item Brief:

Staff is asking the City Council to approve reimbursement to the City of Reno of up to $401,849.70 for its share of the Nitrification Tower Control Valve Phase II project at TMWRF by KG Walters Inc.



Background:

The control valves for the Nitrification Trickling Filters (NTFs) must be operated at least twice per week as part of a snail mitigation treatment procedure as well as for intermittent maintenance needs.  The current valves being proposed for replacement have been in service since 1985 and are at the end of their service life.  Most of the existing valves are direct-bury and do not have motor actuation which can make them difficult or time consuming to operate.  Some of the flow meters associated with the NTFs and nitrogen removal process do not currently operate or are not accurate.  This work is the second phase of the project to replace the aged valves and meters with the initial phase being completed in 2015.  This phase will complete the valve replacement project.



Analysis:

The City of Reno held an open competitive bid for the proposed work.   Bids were opened on November 30, 2016.  Of the three bids received, the lowest responsive and responsible bidder was KG Walters, Inc.  The current CIP budget approved by the TMWRF Joint Coordinating Committee for the construction of this project will support the award of the Base Bid and Additive alternates A, B & C, for a total contract amount of $1,281,000.00.  The costs will be shared pro-rata between Reno and Sparks based on ownership of TMWRF(68.63% Reno, 31.37% Sparks).  The City of Sparks share of the contract will be $401,849.70.

Recommended Motion:

I move to approve the reimbursement to the City of Reno for Sparks’ share of the  Nitrification Tower Control Valve Phase II project  at TMWRF in an amount not to exceed of $401,849.70
