Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $123,440.95 for Sparks’ share of a contract with K.G. Walters Construction Co., Inc. for construction of the Truckee Meadows Water Reclamation Facility (TMWRF) Aeration Piping System Modification Project (AC-5339).

Recommendation: Staff recommends City Council approve the reimbursement Sparks’ share the contract between the City of Reno and KG Walters Inc. for the Aeration Piping System Modification project at TMWRF.
Financial Impact: There is no impact to the General Fund. This project was included in the TMWRF FY 17 capital improvement program, approved by the JCC on March 2, 2016

Agenda Item Brief:

Staff is asking the City Council to approve reimbursement to the City of Reno of up to $123,440.95 for its share of the Aeration Piping System Modification project at TMWRF by KG Walters Inc.



Background:

A comprehensive risk ranking for needed improvements at TMWRF identified the aeration system as one of the more critical Capital Improvement Projects that needs to be addressed.  Aeration system work completed to date includes an overall system evaluation that identified prioritized recommended modifications to the aeration system to increase air flow, improve reliability and serviceability.  Aecom, Inc. was hired to design the identified aeration piping improvements.  The proposed improvements will allow for more balanced air delivery to the aeration tanks, improving the plant's ability to continue to reliably treat wastewater to the required standards.



Analysis:

The City of Reno held an open-competitive bid for the proposed work.  Bids were opened on November 22, 2016.  The sole responsive and responsible bidder was K.G. Walters Construction Co., Inc. in the amount of $393,500.00.   Staff researched whether rebidding the project would be prudent, however, based on discussions with other plan holders and the design engineer, rebidding of the project would probably not generate additional bidders nor reduce the cost.

The City of Reno engineering staff will administer the contract.  Cost for the work will be shared pro-rata based on the current ownership of TMWRF (Sparks 31.37% - Reno 68.63%).  Based on this ratio, the City of Sparks' share will be $123,440.95.

Recommended Motion:

I move to approve the reimbursement to the City of Reno for Sparks’ share of the  Aeration Piping System Modification project at TMWRF in an amount not to exceed of $123,440.95.
